Know the students needs in the subjects to be tutored. I would use Printouts, Visual Aids, & Write down the problems. Goals are usually hard to set. I know personally that goals are hard for me to set. Since I have not done any tutoring on a one to one base, I think that it would hard to get the tutee to set goals.
